Bill Walmsley
Bill Walmsley, longtime chairman of the Independence County Library Board, will conclude his service this December after 10 years of leadership, according to a statement from the library on Monday.
Walmsley joined the board in 2015 and helped guide the library through a period of expansion, digital modernization, and growing community engagement. His tenure included efforts to strengthen partnerships and broaden public access to library resources.
Outside his civic involvement, Walmsley is active in Thoroughbred horse racing. He co-founded HWL Partnership in 2016 with Mark Lamberth and trainer Steve Hobby, a group that emphasizes data-driven strategies under the motto “Claiming With Purpose.” From 2019 through May 2025, HWL horses won 23 races and earned more than $1.6 million, including stakes victories by the filly Coastal Charm.
Walmsley has written about his experience in the sport in an article titled “Red Ink to Black Type: A Racehorse Owner’s Journey of Passion, Planning and Profit.”
