A Mountain View man has been arrested on a felony theft charge after authorities say he took more than $87,000 from the City of Calico Rock for equipment that was never delivered.
The Izard County Sheriff’s Office said Charles Allen Summers, 59, was arrested Aug. 22 on a warrant from the Izard County Circuit Court for theft of property, a Class B felony.
According to investigators, Summers’ electrical business won a bid from the Calico Rock City Council in May 2024 to provide generators and other electrical components. At Summers’ request, the city issued a check for $87,500 to secure the order.
The sheriff’s office said Summers failed to deliver the equipment or provide related services in the 15 months that followed. City officials attempted to obtain proof of the purchase or a refund, but were unsuccessful, leading to a report being filed with law enforcement.
