The Republican primary runoff for Arkansas Secretary of State is moving into a legal challenge, as candidate Bryan Norris filed formal petitions for recounts in multiple counties on Thursday.
The move comes two days after unofficial results showed State Sen. Kim Hammer of Benton narrowly defeating Norris, an Army veteran from Batesville, to secure the GOP nomination for the state’s top election official.
“The margin in this race was razor thin,” Norris said in a statement. “You deserve to know that every vote was counted correctly. We are going to make sure of that before this process is finished.”
According to results from the Secretary of State’s office, Hammer won with approximately 50.6% of the vote. The margin represents only a few hundred votes out of the roughly 40,000 ballots cast.
The primary runoff was marked by a sharp divide within the Republican Party. Hammer, a veteran legislator, ran with the backing of the state’s top GOP figures, including Gov. Sarah Huckabee Sanders and U.S. Sen. Tom Cotton. His campaign and allied outside groups spent significantly to secure the win, with Norris estimating the opposition’s firepower reached nearly $1 million.
By contrast, Norris ran a grassroots campaign on a platform of hand-marked paper ballots and election audits, raising less than $100,000. Despite the funding gap, Norris managed to pull the race into a virtual dead heat.
Hammer, who has already claimed the nomination, struck a tone of unity in his victory remarks Tuesday night.
“I am honored and grateful to be the Republican nominee,” Hammer said. “Together, we will build momentum, unite our party, and work hard to secure a big victory for our GOP team in November.”
The winner of the Republican nomination is scheduled to face Democrat Kelly Grappe and Libertarian Michael Pakko in the November general election. Under Arkansas law, candidates have the right to petition for a recount when margins are narrow, though the process must be completed before the election results are officially certified.
