The Arkansas Senate gave unanimous approval Wednesday to a multi-billion-dollar education funding bill that provides a new legal roadmap for isolated schools seeking independence.
House Bill 1007, which now heads to Governor Sarah Huckabee Sanders’ desk, includes more than $3.66 billion for the 2027 fiscal year. However, the bill’s most significant impact comes from “special language” amendments. According to the Arkansas Democrat-Gazette, these provisions clarify how schools can detach from parent districts—a process sparked by Act 919 of 2025 but previously mired in administrative confusion.
The new rules specify how property, such as furniture and school buses, will be divided. It also mandates that parent districts transfer 90% of state foundation funding for each student to the newly independent schools.
While the vote was 34-0, local tension remains. The Mountain View School District, which is set to lose the Timbo and Rural Special campuses, issued a statement last week clarifying that it is moving forward in “good faith” based on state promises of reimbursement, but maintains its original concerns regarding financial stability and teacher salaries.
Governor Sanders has indicated she intends to sign the bill, which includes an emergency clause to take effect immediately and enact the detachment rules.
